Neighborhood Services
The City of Evans recently formed a Neighborhood Services team that include staff from Community Development, Customer Service, Economic Development, Fire, Parks and Recreation, Police and Public Works. Our focus is on building partnerships with residents and the business community to improve the beauty and prosperity of Evans. Our focus this year has been on weeds, trees, brush, junk, trash, inoperable vehicles, and fences in disrepair; and in coming years we will continue to incorporate other services into this team concept.
Fence Maintenance Guidelines
Fence Height and Location
Fences and walls can not exceed 6 feet in height, or be located on any public right-of-way without the written consent of the Public Works Director. If your fence is in the public right of way, you may be required to remove or relocate it. Make sure you locate the property line and construct your fences on your property, not public right-of-way. If your fence is in the front yard it can not exceed 48 inches in height. Please maintain a 5 foot minimum clearance from fire hydrants.
Fence Permits
A fence permit is required for all new fences and walls in the US 85 corridor. The materials and colors chosen should be the same as or similar to new or existing, conforming
structures on adjacent lots. For specific material requirements, please see Chapter 19.62 of the Municipal Code which can be found here.

There are many reasons why a vehicle is considered inoperable including being junked, wrecked, totally or partially dismantled, discarded, or missing parts or equipment necessary to operate safely and legally on a public right-of-way.
This is including but not limited to any flat tires or any part of the vehicle being supported by jacks, blocks, or other supports, or any vehicle or trailer lacking properly displayed current license plates.
Inoperable vehicles must be kept within a fully enclosed structure such as a garage. They cannot be in view from
the street or from adjacent properties. One inoperable vehicle that is being renovated or stored for the purpose of being renovated may be kept on the property provided that the vehicle is screened with a fence that is 6 feet in height. Trash refers to any material rejected or discarded, including but not limited to garbage, food waste, animal feces, paper, cans, bottles, glass, containers, rags, cloth, or other materials.
Junk is any item located outdoors that is broken, discarded, or not reasonably useable, including but not limited to boxes, crates, salvage materials, discarded fence posts, tires, motor vehicle bodies or parts, scrap metal, bedsprings, discarded furniture and all other household goods or appliances.
The exterior of all properties must be kept free of accumulated junk, litter, and trash. All waste must be
disposed of properly and may not be left in a yard, on a sidewalk, on a trailer or in a street or alley.
The outdoor storage of materials not customarily stored outdoors in residential neighborhoods, such as, but not limited to, construction materials, tires and household appliances, pickup campers, truck bed covers, or upholstered furniture that is designed, manufactured and intended primarily for indoor use is prohibited.

During the spring and summer months, the City of Evans receives many complaints of high grass and weeds on both residential and commercial properties. Not only do the high grass and weeds look bad, but they can also be a health and safety risk.
All weeds and grass must be 12” or less in height and all noxious weeds must be completely removed. This doesn't include flowers, herbs, or other garden type vegetables, but does include plants such as dandelions. The most common weeds around the City are goat heads, kochia, foxtail and mustard.

The State of Colorado has a great web site dedicated to the issue of noxious weeds, which include thistle, Russian knapweed, and white top.

Tree Maintenance Guidelines
As our trees grow and mature, they need maintenance. Branches grow into walkways, over streets and sometimes die due to insects, disease, or natural processes of trees getting older. Not only does this look bad, but they can be a serious safety hazard that can destroy property or cause serious injury.
All dead, diseased, or obviously weakened trees or tree branches must be removed from your property. Tree branches must be at least 8 feet high over public walkways and 14 feet above streets.
If you see dead branches in any part of your tree, it may be time to call a qualified tree care professional, or do some pruning yourself. You are responsible for any trees and branches on your property, including trees from your property line to the curb of the street or the middle of any alley way. This does include the area between sidewalks and streets.
Cut Branches/Brush
Dispose of any cut or broken branches as soon as possible. Brush piles can often harbor insects and diseases that can spread to other trees in your neighborhood. They are a haven for rodents, snakes and spiders and are a fire hazard. For a nominal fee you can bring your brush to the Greeley Greencycle Center. The site is located one mile east of Highway 85 on East 8th Street.
